Medicare covers home health services to seniors or disabled adults who have a need certified by a physician, for intermittent skilled nursing services or therapy. Home health care is most commonly used after a stroke, heart attack, or joint replacement. In recent months, new standards have been approved for home health agencies to improve the care given to patients and working conditions for caregivers. While these requirements must still be reviewed before they take effect, it’s a step in the right direction.
A Focus on the Patient.
In prior years, a care regimen was prescribed to the patient. The health care providers deemed what was necessary. Changes to this approach will now involve the patient’s requests. Patients will have the ability to communicate what they’re comfortable doing and will have a hand in helping design their specific care plan.
Explanation of Patient Rights.
Changes to the home health care regulations will require home health agencies to clearly inform patients of their rights. These rights must be communicated both verbally and in writing and in clear language.
Roles of Caregivers.
Previously, home health care agencies could only work with legal representatives of the patient and now they will be able to work with their personal representatives as well. The personal caregiver will be viewed as a partner and their obligations outside of the home, such as work schedules, will be taken into consideration.
